The Bibliothèque et Archives nationales du Québec (BANQ) wished to develop a business plan with a view to building a central depository library. Over and above its cultural vocation and significant contribution to preserving Quebec heritage, this depository would make considerable economic sense in that it would reduce duplication and increase the economies of scale associated with such projects. The BANQ wished to prepare a strategic presentation and assessment of potential economic benefits associated with this construction project.
